These are clearly spam, but...
Real time stats, or at least daily stats, ARE really handy for anyone who's trying to generate traffic. They'll give you an idea of your usage and where/when people are logging on. This can help tailor your content for your visitors. I wouldn't place it as a #2 requirement, though.
1 makes sense and is utterly important.
2 is important, but doesn't really help with your immediate creation.
3 is utter bullshit, as is 4.
5 is trivially apparent.
These tips are kinda pants
They tell you NOTHING about how to design a good site.

Number 1 should be having a knowledge and passion for the subject,it won't guarantee a successful website,but even if it isn't successful it won't of been a chore in the making.
