Bill Me Later
Yes, you should be able to pay just about anything you want a month.
"Bill me later" means you could pay a sum in many small pieces, or that you could pay in small pieces starting next year?
I know some IT/electronic shops allow you to start paying after a year.
What you're saying is a bit odd, because in you'll pay for 3 years 16.50$ * 36(months) = 594$
Usually you pay at least 20% more than if you would pay directly.
To answer your question: I tried to pay half the sum, and the bank didn't quite like it: it raised the monthly fee with a few %.

My advice would be to check the fine print. Sometimes these offers come with a factored in interest rate and when you pay more at a time or pay it off early there might be what they call a (I think) pre-payment penalty.
Just something to double check on.
