java script popup tool tip

I want to have a javascript pop up on a hyperlink similar to http://www.irctc.co.in/ (put the mouse on signup or forgot password)on a mouse over event.
I have gone to overlib site but the process is too complicated.
Please help with a simple logic to implement it on a hyper link. I am not very familiar with java script or css.Please help.

That's not JavaScript, it's CSS.

OK, I donot know how to pop it up like that.The CSS is not responsible for popup event, err I think.

At present I am using the syntax <A href="some link" title="This is a link">Click here</A> kind of syntax.But it is a plain vanilla.Is it possible to add some special effect into it?

Yes, the code has to be in Java. Css (Cascading Style Sheet) just tells the browser which colors, efects, etc. should use.
