hal.dll missing

I've had this problem multiple times with various pc's where when i boot the computer it says that Windows XP cannot start because the file C:\System32\hal.dll is missing. Finally I have worked out what to do except I still have no idea what that file actually does. The solution is Bart PE. Make a preinstalled environment and go in and fix it. It kicks the but of having to reinstall the whole OS.

If anyone knows anything about hal.dll please tell me what it is and what it does.

Obviously it's part of the system, you could just googled it if you're so curious...
