Does one have to be artistic to create a personal web page or is it simply a matter of uploading pictures/photos etc from a PC?
Artistic or not?
You don't have to be artistic - but if you want to make something personal and awesome, you'll have to be at least part artistic.
Uploading your content to a blog or cms system with a template of your own choice is easy, and doesn't require artistic talent.
You might even be able to find a cool template if you choose, for example, wordpress...
