Try www.1and1.com or www.godaddy.com, I think they're the cheapest.
You may find others more cheap, but they don't have the same kind of support or features, probably they'll bring problems and you'll regret the day you registered with them.
I'm with godaddy and for now I didn't have any problem, but if in the future you want to transfer your domain, you'll have to be careful they don't like to loose costumers so you have to be smarter than themselves, you may say that they've a somewhat aggressive publicity procedures
As for 1and1 I read that their support it's slow...

Go for godaddy.com with a coupon code. They reduce the rates to $6.95 per year for a .com domain, they are the cheapest and the best..
Godaddy.com with a coupon codes is the cheapest way I think. Namecheap.com is a good registrar ( enom reseller actually ) but their price is not that law.
If you going to have a .net domain, then I suggest you to buy from domain.com with coupon code " webmastersave " which you can get a .net domain at only $6.25. Hope this help. 
I've used Netfirms for a number of my domains. Their standard charge is US$5.95 for the first year and they give you free domain privacy. The renewal after your first year is US$9.95, but with the free domain privacy that some registrars charge up to $10/year for, it's actually a pretty good deal.

$3.95 is only for first year, the renewal fee will be $12.95...

I highly doubt it, except for of course domains like .tk which arent even TLDs.
