I will be using Subtitle Workshop download from here and ConvertXToDVD that you will find here, install both and you ready to begin.
Load the movie file by going to movie then open.
Load the subtitle by going to file then load subtitle, there is a list of supported files at the bottom of this guide.
Read the first line in the subtitles(red box), press play (above the red box)and wait till you hear that the voice saying that line. Press pause (above red box) as soon as you hear it.
Press Ctrl+ B or Edit/Timings/Adjust and the adjust subtitles box comes up, now put the start time (blue box) into the subtitle start time (red box)then click adjust.
Now scroll down too the last subtitle text (red box)and pull the time bar (above the red box)along to near the end and press play, pause it when you hear the last spoken word.
Put the end time (blue box) into the subtitle end time (red box)click adjust (yellow box). You can down flick through the movie and see if the subtitles are perfect..if not adjust the start and end time by a small amount until your happy with it.
Last thing..save it, File/save
Close Subtitle Workshop and open ConvertXToDVD and click the + button (red box) to add the movie file, browse and select (blue box) the movie file then click open (yellow box)
Click the + button beside the movie file name (red box) then right click the subtitle stream( blue box) and left click Add subtitle channel( blue box)

Browse (red box) to the subtitle you fixed in Subtitle Workshop click open (blue box) . Click the convert button and insert a DVD at the end.
