Home: Home Page.
Playlist: Will be a very long page, that eventually reads from a SQL database listing all songs.
Commands: Will be a list of commands u can use on Mirc and MSN.
Statistics: Will be a page of statistics read from a SQL database from the Bot.
Web-Irc: Will open i nthe purple area.
Forum: Will open across the whoel spread (Removeing the 'Listen Now' Link, and the Ad's) under the Header and Links.

If you are going to pay 4000Frih$, you should give way more informations of what you need because if I would try right now with the current infos that you gave, the result would probably be completly different!

Well, I will be doing the design part of the template, as said in the IRC chat.

I could integrate a phpBB3 around the whole thing, as I would have to do this first and you would even be able to edit templates around the phpBB3's admin panel. I could also make error pages that integrate with the forums. I could make a separate header and footer for the homepage and all pages in that directory. I would even be able to show online users on the homepage with a login anywhere you want.
If you want an example, PM me. I like doing this and it would help me learn more, so I would not charge much.
I have send you a PM ratmaster with the details about the forums.

Hammy. I am about 45% done with the template. I have pretty much the entire main layout. But I usually go back and change thing around that I do not like.
I think by tomorrow morning I should be completely done. It really depends on what time I get home tonight, andhow smoothly everything goes for me.
So the design part will be done here way before 2weeks time is up, but I don't know how long everyone elses part will take. Hopefully not too long.
I'll get back to you with an update later.

The forum has its own CSS stylesheet that you will be able to edit from the ACP. The template will include tables and stuff. I can easily customize the stylesheet to add a few classes for the header/footer codes or whatever else needs to be added on. The forum basically structures the entire site.If you need the .PSD, I am sending it to Hammy right now. However it is not in the format you asked for, and I am not sure if Hammy is able to convert it or not.
I am not even sure if I am able to convert it, but if Hammy can't, I will look and see if I can.
UPDATE:
I require a 'Flash Player' that will play .pls files online to stream straight from the shoutcast.
Like the example in my first post at the top right.
I'd like it small and Compact..
If you can find one online, thats fine.. else if you cld make me one, Great =]
I'd like it Blue.
I'd like .. Play, Stop.
I'd Like it to show the Stream Song Name.

The Template im having troubles with. I can only find noobs.
I require someoen to Completed recode the desing into a Template... and u wont be finnished till it's perfect. Ghostrides said he will pay.. but i'll also match whatever he pays. So big Cash!!!

Give me a preview of the template and I may be able to code it for you. I tend not to use tables, and have fully compliant and optimized xhtml and css.
I might be able to do the PHP coding for you, if you don't have anyone yet. But I'll need the specs before I'm sure.
After the template is made, I should install the forum, as I can customize the style so it will look better to accommodate the style. Hopefully the template won't be coded in PHP, as I won't be able to get it to work that well. I will need to store the template's header and footer as HTML files in the phpBB3 style's template folder. That's a nice one. Well I'm fairly sure I can do it. I always like a challenge
I've already started on the basic code but will need full set of images to complete obviously.

Hammy. Itunes runs pls as well as VLC media player and Winamp. Info from, Wikipedia lol. I downloaded VLC and it has an option for M3U and PLS so it should work

When i click on a button.. i want a window to popup with this player in it..
It will automatically start playing my music stream.
It will show wat song is playing..
It will 'play' , 'stop' , 'volume' and 'mute'.

Well I wish there was a way to make this go by faster. I could donate more Frih$, but I just onated 1000 Frih$, and I still have to pay Rvec for whenever he finished my template, so I need to save up.
I know of a few other coders who could code it for you, but I believe they all want real cash to do anything.

Cash mod should be released within this week if everything goes alright with the author. I had to download a trial of photoshop. It seems Gimp doesn't support grouped layers. Real shame, otherwise it would easily be the best (obviously still with a few bad points) graphics software (IMO).
Now I can complete the middle section and then I'll move onto trying slight differences out to see if I can get better file sizes, browser support etc, clean it all up and give it to you Oh I'm sorry about that Matt, I grouped the layers to actually make it more user friendly to whoever coded it. 
You could have asked me to ungroup the layers, and then re-send the .PSD to you, that would have saved you some time, and you wouldn't have had to download the Photoshop free trial, sorry about that. lol
No problem at all. I had to actually download the trial to see what was different. Gimp opened the image, it just didn't have the grouped layers (no error saying it couldn't them or anything) Well that must have been confusing
So how is it comming a long? Okay Mathias has stopped contacting me and stuff, so i asshume he is no longer working on this project.
I need someone to complete this template really quickly please. No fuss, no noobs. If you think you can do it .. get out .. if u know u can do it, then please and thank you. It has dragged on far too long and is costing me money!
