Not that I know of. Photoshop (or the GIMP) or Illustrator (or Inkscape) are probably the best anyway. For the Adobe programs anyway, I think they have templates for things such as banners. However, even if they don't it is extremely simple to set the size of your banner.
I suppose you could use Flash, too, but I don't have much experience with that.
What functionality are you wanting that you are hoping for in a banner advertisement only type program? Whatever it is, we may be able to point you in the right direction within the Adobe Creative Suite.
