Does this break a rule?

I was going to install the phpbb3 mod User Blog Mod
Description: Adds user blogs to a phpBB3 board.

I am just no sure if it goes against the rule since it's a blog for users that is on my frihosted board.

I say it better to be safe the sorry in the end! Confused

I believe there will only be a problem with using that specific MOD if it was your sole purpose to host a blogging website (along the lines of blogger), however its clear that your not aiming to achieve this, because if you were you'd use a blogging software instead.

So indeed, it is allowed.
