Of course, it does. JSP engines are based on java, which is platform independent.
I think php is enough coz it is free and useful + popular .
JSP too is free and useful. Besides it is more powerful and fast.

Java=/=platform independant, it runs inside a VM and VMs are not available for every operating system.
PHP is enough for a free webhost (though JSP would be nice anyway
