phpBB3 pemissions and activation settings

I recently installed phpBB3, but stuck with permissions and activation settings - they worked just fine on another host. Of course, it could be my mistake. Anyway, what should I do to solve the problem:

1. User activation settings present only 2 choices: Disable or None. I.e. or no registration at all, or a new user is free to post at once, without email activation. Usually option "Activated by user" and "By administrator" should be available.
Maybe it requires cmod-ing some file in phpBB through the File Manager?

2. I assigned the Global Moderator permissions to myself as a user under other name and email. Everywhere, where I could find them. Still, no green color, indicating the Glopal Moderator is shown on the board index. When I open this name in managing users - it continue to show Users Permissions, not of the the Global moderator. Hadn't this problem before.

What did I miss?

Update:
User activation settings: activate "by user" and "by administrator" will appear when e-mail boardwide is enabled (Admin CP -> Client communication -> E-mail settings -> 1st option). Source of information phpBB site.

Showing global moderator name in green color:
Overlooked a small drop down choice window.
AdminCP -> Users and Groups tab -> Manage User -> enter moderator name, Submit -> at the right top is drop down window - choose Groups, go-> "Make group default for member" - as a global Moderator. Then appears green.

Sigh. Solved.

Do you put him in de "Global Moderators" group? By the option group by the forum. (Not the Administration Panel?)

Yes. Still the name wasn't shown in green color, until made the user's default group Moderator, instead of Users (that was assigned by default during registration, I guess). I expected that assigning as Moderator will replace default group belonging, but it just added belonging to another group, without even changing priorities.

The problem is solved now.
