Yeah, it's a matter of a lot of people linking to that page with some variation of "failure" as the link title. This is one of the ways Google determines keyword relevance - what words people linking to the page use to describe it.
Craig Silverstein said they weren't going to change it, because no users were harmed by it - since there's no really legitimate site about "failure" being pushed down due to this bombing. Also (I like this quote) he said, "We just reflect the opinion on the Web. For better or worse."
Quite old. You can do it from any Google site, not just the India one.

this has been made possible because many, many people on the internet placed a link to this the page of George W. Bush combined with the word failure (the original coup says 'miserable failure' not only failure)
if google would have been responsible, google would have a lot of problems and this coup wouldn't be that funny i think.

Yep . A favourite Google trick.
I think the technique is called "meta bombing" or something similar, I can't really remember. I can guess how it works, you make a page that links to that site but that link-site has one keyword to get to it, in this case say it was "faliure". Make a bot to go to that site a LOT of times, let's say a few million then you've got your Google cache locked in to that keyword. I'm not sure it'll be exactly like that but it's something similar, this was a very funny hack/trick indeed.
