Knights and Merchants is and old medieval strategy game. Did you ever play it? It was one of the hardest games I played. I used to spend much time building a city, organizing the houses and guiding the peasants... then the enemy army arrived and destroyed everything at once. 
Its city building/administration part was easier than K&M, but some castle assault missions were almost impossible to get past!
