Hot to change "Reset Ownership" using php?

Hi! :)

I have one problem, I'm uploading files to server using flash and php. Everything works, but uploaded files UID GID set to apache, and I can't write to .txt or .xml files nohow using php. Can I somehow Reset Ownership using php? And I'm new in php :)
