The Drupal CMS http://drupal.org has a built in search feature which relies only on database (it does not use MySQL full-text search index). You might want to study the source code. For webmail, you might as well search for some email client and server source code.

You can give a friend a mail-address but this is not allowed:

So when you start providing email-addresses to more people than friends/co-workers/relatives/... you will probably lose your hosting.
I've had this idea before, and trust me - it won't work
First of all you need to pay for it all somehow, and Google Adsense won't work on email because its a private thing.
As for the search engine, in order to sway people away from sites like Google, msn and Yahoo you need to have a damn good index
