besides HTML you would also need some server side scriptin (PHP, ASP, ColdFusion, etc) and some javascript (though JS ain't a must, you can use a refresh interval, though JS & Ajax would work better...)
There are lots of freeware and open source webchat engines out there...

preferably i would recommend u to use flash chat rooms as some computers may not have java installed and it would be a lot of a problem for some people with slower connections. installing java is not a joke as its a big file.

just a thought. flash is better.
