I read that the declared campaigning budget for all presidential candidates is something like 1.4 billion dollars. Is it all about money? With enough of it can anybody become president? It's a frightening thought.

You need supporters to give you money to become a candidate, and often the more money a candidate can raise means the more popular and more electable the candidate is and so will be more likely to get the nomination.
