my teacher always said it mean "here is".

several of the interpretations above are correct because it can be used in slightly different ways.
you can say "Voici Mr X" like here is Mr X.
Or if somebody ask you to give something you will give it and say "voici". So like here you are.
I depends a bit of the context as you can see.
