In December 2004, a 42-year-old woman jumped to her death from a public housing building in Musashimurayama, Tokyo, and killed a 54-year-old man below. Local police referred the dead woman to prosecutors on suspicion of negligence resulting in the man's death.

They simply say to the dead person that you're prosecuted

You should be happy that they're trying to prosecute anyone! Here in Bulgaria they don't prosecute nobody! And if, by some strange mistake, the prosecution makes a case, the court dismisses it, because of lack of evidence...

talk to an insurance guy and he will tell ya that the man who got killed needs a cause of death - as much as the desperate poor woman who jumped on top of him.
