yes, sites of any languages are allowed as long as they dont break the TOS by serving anything illegal (MP3's/cracks or the like)
Blin. My favorite MP3 and crack sites are Russian ones, blin. But I guess I won't be finding any of them on Frihost. 
Off topic-- I used to think that Russian wasn't a very useful language to know for someone living in the US, but lately it looks like Russia and China are the last "Wild West" of all that fun internet anarchy I love so much... and I've been slowly but persistantly learning Chinese so someday I can use those sites too... any files you want as long as they don't talk about politics.
