if you want to practice our english and have a good chat, I think you should start using mIRC (or another IRC-program). Realtime chat and there is always people to talk with.

yes sure. irc is the best way to improve you english in high speed. and off course you would have lot of problem in the beginning. but after a month you'll feel the different. trust me!
but you have to find a global irc server where a lot of user use english as their primary language such as efnet, undernet, austnet, etc.
