Is your computer part of an Active Directory domain? If so, you could be getting a GPO that restricts access to executables. It could also be a permissions issue. You could have list or even read access to the file but not have execute permissions. The executable could also require admin access on your PC. Many companies remove/restric admin access to prevent employees from running rogue applications.
