Download Remotely and Upload through FTP

I'm just wondering. Is is possible(is there a script) that allows you to put a Remote File(example http://www.website.com/file.txt) into a textbox then it'll download/upload that file to a web-host through FTP?(not planning on doing it on Frih) I know its possible because I've seen it on other sites. Such as Rapidshare, Zizfile. I need a script of some-sort that will be capable of doing this. Thank you in advance.

You can do this with PHP and HTML. PHP has a FTP command, therefore you can connect to your FTP host and upload and edit files.

There are a couple of online FTP things, go to Hotscripts.com and search for some.
