i assume you did not have antivirus installed or your virus database is obsolete. For a quick fix you can try to use pandasoft's antivirus free online scanner if you can still access the internet properly. Never heard of the "Restrict by bro act" variant. If you know where the file resides then u can use killbox! to kill the file.
