PC ATX PSU help required.

I've been asked to look at my uncles PC which won't boot, i set it up connected everything powered it up but it does not even reach POST, i have checked the PSU with a psu tester and found one of the negative rails to be missing. This makes me think the PSU is dead, the PSU has a 20 pin ATX cable but also has a separate 4 pin connector would be very interested to know what this 4 pin connector is used for, im not talking about the 4 pin drive connector or FDD connector its just a 4 pin connector similar to the main 20 pin connector.
Any information would be helpful.

The separate 4-pin connector is used for Pentium IV computers to power the CPU. I don't think it's needed on any other CPU then PIV
