I had a company ask me to give them a number, and before i could do so, they gave me their offer. needless to say, it was below my number by a good amount. why would they ask me for a number and then give me an offer before i can let them know? i think it shows poor care in making sure my needs are met. Is there a strategy here? were they letting me know i had no ground to stand on during neotiations?

They weren't offering the job to meet your needs - they were offering it to meet their needs.

It's just another way of asking "This is what we're offering. Does it meet your needs?".

They probably knew it was low but was worth trying anyway just in case you accepted.
