I'd have to say it's the Sony Playstation Portable. Once flashed, with the wide variety of homebrew-developed applications, it can do the following:

• Play downloadable images of PSP games
• Play PSX converted images
• Emulate N64, NeoGeo, Sega, GameBoy, Atari, MS-Dos (and more) roms
• Play downloaded images of UMD Videos
• Play videos of multiple formats, pmp, mp4, avi, etc.
• Play flash, mp3 and wma files
• Read pdf e-books, txt documents, comic books and magazines
• Browsing the net, chatting thru an IRC client or AFKIM (msn, yahoo, aim, gabber messenger)
• Wifi sniffing, eclipse calculating, music composing and more thru a multitude of homebrew
• Full theme customisation

If homebrew is what you desire, then I'd imagine that you would have taken the GP32x. If we use handhelds for what they were intended for I would say the greatest one is the NDS or the Game and Watch.
