As far as I know you can have pretty much any website as long as it isn't pron/piracy and things of the likes.
Or "paid" forum software, or unauthorized mp3s.

If you are planning on using a free script I don't think there will be a problem with it. However some scripts are paid scripts and I doubt that they will allow you to use these scripts.
they are allowed if you can prove you bought them.
