i need a blogging softward, mailing list help

I need a blogging-type software for my website, www.samples-surveys.com. I currently use livejournal as an external link but i'd rather have software on the actual website for a more seamless look.

I also want a sign-up page for a mailing list, I don't know how programming for that kind of feature might work but any suggestions would be great.

Once you have a blogging software set up, there are a lot of ways you can have a mailing list via someone else. Mashable has a list of a bunch of them here; they all have their pros and cons so it depends on what exactly you want it to do.

why not try wordpress,so many people use it.In China there are a lot of webmaster use bo-blog(www.bo-blog.com/weblog) to setup their blogs.
