I don't think there is a best mega-site type thing. Just search google for free photoshop brushes and I'm sure the best you will find are there in those queries.

I use deviant art, it has alot of good things. And ive gotten a few from a friend, and other places which i cant recall offhand.
Hmmm... dunno why you were having trouble finding free brushes on Google -

(sometimes it helps get better results if you put the exact phrase you're looking for into quotes.
ex. "free photoshop brushes")
And when you do get some brushes accumulated, you might want to read this post about a program called ABR Viewer
