Image Designing (Graphic Designing) Please help

I have never learnt Graphic designing, so i am facing problems in professional designing. I want to design an image like

I have designed the background image that is in addition to this image but i cant make the lower part of this image ie the curve. I use Fireworks. Can someone tell me with reference to fireworks, how to do it?

If you dont know fireworks, please tell me any other software that can do this, and how.

I don't have fireworks but I use Photoshop and to create that curve you can use the pen tool.

I'm sure fireworks has some sort of pen tool where you click and draw and thus can create shapes.
I can't write a tutorial now for photoshop but

should help for that. Unfortunately Photoshop is either buy for lots of money or illegal ripped. But I would think fireworks has a similar tool.

yes Fireworks has a similar tool but it produces just a line (can be converted into curves) but not suitable to the requirement. I will tell you about my understanding after reading the tutorial.
