I have a huge website project that I've been wanting to do for a long time, but unfortunately I don't have the programs to make them, nor the talent.

Personal website with a portfolio too. Stuff for hobbies, pictures, tutorials, and in the portfolio image editing, video, etc. It's a lot of pages that I want to do, it's just the design and workings that I need help with. Basically how it can work, and look.

Yeah you would need someone to code and design that for you, a CMS wouldn't work, I don't code or design but I am sure someone here can help.
