i dont have any cg-bin directory in my public_html folder thats why i cant use perl scripts. i searched my whole account but unable to find it. i have little experience in web hosting. sp please help me guys.....thanks in advance.

You don't need to put the scripts in a cgi-bin folder for them to work. Either they should work without changing anything or you need to put a few lines in a .htaccess file in the directory you put the scripts in(that's what is normally done in the cgi-bin directory).
