HELP FIND SOFTWARE FOR PERL

Ok what i need is a piece of software to run on my windows machine to write and debug scripts for my personal Linux/Apache2/PHP5/Mysql5 server

All i have found are script editors that will let me write script but because the server is on a different machine i can't debug until it is on the server then i have to do it manualy suggestions

Tip: if your pc isn't to old you can download vmware (player or server, I prefer server) and install a small LA(M)P (Linux, Apache, (MySQL), PHP/Perl)-webserver on it just for testing purposes. Another tip: install a good editor on your webserver (if you're not used to Linux or Unix you could try using MC(Midnight Commander) for your editing) and edit a copy of your script directly on the server.
