How do I run Windows 2000 SP4 on XP?

I can't install Service Pack 2 on my PC...I am trying to install Visual C++ 2005, I just want to start coding...but I have Windows XP and I can't set compatibility mode to Win 2000 Sp4, I can only set it to to Win 2000 SP1

I have tried googling, but where can I find an Windows 2000 Sp4 emulator? And can I install programs with this emulator?

Any idea why you can't install SP2?

Sp2 contains several important updates... If you want your computer safely connect to the internet, you almost have to install SP2?

You are running out of diskspace or what?
