Yes, I think it is down at the moment. But I think that it is a popular website and I don't think it'll be down for a long time.

If you're looking for a thing such as free replacement for Photoshop, The GIMP is good, but I preffer GIMPShop. It's layout is much more like Photoshop, and it also has very similar options. This way you have less trouble using Photoshop tutorials.
