help with call of duty 2 online server

i want to make my own server in call of duty 2, and basicallly my question is,1 how can i make the server to be functional even if im not playing in the server, 2 how can i put mods maps an other stuff like that in the server,
3 can you list me the commands of the server, like the ones for allowing(disallowing) vote or for setting the max number of weapons allowed (only rifle) and commands like that thanks.
