I need a very specific, but small script or HTML trick, depending on how you want to do it.
Heres what I need:
A box (900x200) that content can be put inside. If the content is larger than 900x200, then the box should have scroll bars allowing all the content to be viewed, but the box should not be able to grow larger under any circumstances. Also, it would be nice if the box shrank if the content was less than 900x200, but that is not required.
This box will be placed in the middle of the screen, not touching any side of the screen, which is why I don't use a simple frame.

I don't really care how you do it (Spiffy HTML code? Java? CSS? Frames?), as long as it gets done and works properly.
If you use something other than HTML and PHP to do it, please explain carefully how to implement it, because I don't know too much about other things.

I'm offering 200 frih$ for this, but if you think its worth more than that, tell me how much effort you'll have to put into it, and I'll make another offer.

You could check the <div>-tag out. It might be possible with that:

EDIT3: You can add the values width and height to it to make the iframe larger or smaller.
