do you want to connect to the database from another server?

if so just replace the 'localhost' in the connect query with the conncect details www.freemysql.net provide you.

Why would that be illegal? That's why servers exist: to be connected to.

It is not illegal to use other server for your Mysql and other server for PHP. Some of my friends been doing that for reasons like the PHP server doesn't serves Mysql. Other reason is they like to separate PHP files with MYSQL datas. Lastly, for disk space purposes.
