I have two websites, both of which I coded and update myself. They're both written strictly in HTML using <frameset> for structure.

arriagalawoffice.com an informational sight for my mom's law office, it's fully functional and does exactly what it was intended to do. The only problem is that I was hoping to have a better response with Google when searching. Because of the frames being the way they are I had to use "no index" on the bottom frame to keep those pages from popping up in a Google search; the navigation bar is crucial to the functioning of the site as a whole so I used <META> and listed a series of keywords in the coding of index.html. I only want the index to show up in a Google search but I only encounter it if I used a speecific combination of keywords.

I have another website for a small business that serves alcohol samples and takes surveys of liquor stores and supermarkets, the site is very similar in structure to my other site and I'm trying to accomplish the same effect. I'm reluctant to remove the <frameset> or use an alternative on either site because it's absolutely necessary that the legal disclaimers are seen at all times.

My question is: Is there a better/more efficient way than defining keywords using <META>?

I'm unsure if using frames is influencing Google searches or if the problem lies simply in bad tagging.

I'm interested in using something like WordPress but I don't know if it's applicable to a site like this.

Any help/input would be greatly appreciated.

I'm still in the intermediate stages of learning CSS, but I think you can have what you need using that instead of frames if they cause problems with Google. You could have the header and menu fixed, with the home.html page scrolling just like you do now, and everything on one page.
I've heard that Google and other search engines have ceased placing any relevance to meta keywords since they were so easily abused.
