Very easy, you should use Macromedia Dreamweaver to design web. This tool support hint text , you simply use the templates CSS of it. When you coding HTML, simply type style and press Ctrl + Spacebar.

I chcked the website and found out it was really well made!! and the templtes are quality stuff! So you can inspire yourself greatly from them into making your own css file!

You might want to download Top Style lite. It is a real nice css editor with a live preview while you are building the style sheet.
