This is the letter I sent the chief of police...

Your officer Joey Williams really seemed out of control with those
skateboarders. Thank God a camera was there to catch him. I'm sure you
are considering some better training for situations like this, like
maybe having your officers ignore the cameras and not get so out of
control on kids like that. Your officers have a right to remain silent
too you know.

In my day, that would have been cause for a call to my mother, not
headlocks and handcuffs. Then again, I knew the police officers in my
neighborhood.

I'm hoping to hear positive things out of your town, after all, there
were 5,000 comments about this video on the site where I saw it. It's
not like you don't have a spotlight now. You have an opportunity to
take the high road, or confirm every prejudice about cops that's out
there.

That seems to be the real problem here. I suspect that the reason the officer went to such lengths is that they resisted. I can see it now: The kid is skateboarding along, then is stopped by the officer. The officer tells her (none too politely) that she has earned a hefty fine by ignoring 'no skateboarding' signs. The kid then becomes insolent, difficult, and flouts authority to a degree that can earn her a short stay in the local police department. The officer (very pissed off by now) decides a stay in the tank would do her good. The kid thinks this is entirely unfair, and tries to get away and/or fight back. The officer now has someone guilty of resisting arrest, and is definitely not going to let her go under any circumstances. Then the kid resists a little bit more, necessitating the use of more force, until the kid can be brought under control.

Both parties are guilty of being very obstinate and handled the situation badly, but neither is to blame, given the actions of the other party.
The main lesson is that when a police officer is treating you unfairly, you should fight about it in court, not on the street.
