first by topic, do you mean add a new forum, and also, can you give an example, because there are a few forums those topics could go into.

Generally the way that would be done would be to make the topic yourself first, then when it shows itself to be good-quality and useful, request that it be made a sticky.
I do agree that it might be useful to have a place for the inexperienced to go to as a reference on the different ways to transfer money online.

There have been 2 or 3 topics regarding online payment systems just in the last month or two. A simple search will reveal them. If I'm not mistaken, they were all in the general forum.
