1. Open photoshop
2. New document 500x300 will do
3. Background to Black
4. choose the text option and choose a bold text font (Times new Roman) and make it white
5. put it whatever
6. Duplicate the Text layer.
7. Make the top layer black.
8. for the bottom white layer filter>stylize>wind settings: wind right
9 ctrl+f to wind again.
10 do the same with wind to the left
11. Image>Rotate Canvas>90 Degrees CCW
12. Then wind from left to right twice.
13. Rotate Canva 90 degrees CW
14. filter>distort> ripple settings:100%
15. Layer>merge visible.
16. Image>adjusments> hue/saturation
17. settings: colorize
18. saturation to 100 %
19. Hue to whatever color you like.
