I need help with the GIMP, I've used it for awhile, learned most of the functions, but I can't make anything good. Can someone show me how to make a good background a put a good text on it (like the text from the logo generator in script fu)?

have you tried just using layers? Just create the background......get an image, pattern or color and fill the layer... what I like to do is duplicate the background layer and delete the original, that way it's easier to edit and move.
When the layer is filled, just play with it. And easy way to add effects is add some noise and then blur it.
Create a second layer over the first and use the text tool. There are numerous filters you can run on the text layer to get desired effects, or you can fill the text with a pattern. Merge your layers and wa-lah, you have an image.
I realize my reply is very broad and general, so I'll give you a couple of links to some really good resources:

Ha, Gimp is the best design program because it's free. and also because it's as powerful as PSP or Photoshop.
Moreover, it's an open-source software, then it can be compiled for every OS ! the best.

try checking out this site, it has tutorials for a lot of programs and will probably have what your looking for.

To be honest, whilst the most advanced free graphics program it is. It is not terribly good at making graphics from scratch

True,
I've read that The GIMP was intended as a photo manipulation program, like Adobe Photoshop.
But for a free web graphics program, it isn't a bad choice.
