Text and bg transparency

You know how you turn on the volume on your TV, there's a bar layered on top of what you're watching?

Similarily i'd like to do something like that except on my computer.

I was wondering if there was some language that supports graphics that allows you to create a transparent background. What i'd like to do is maybe scroll a text across my screen.

Anyone have any ideas?

Visual Basic should do fine but almost any programming language for Windows is capable of doing it. I think it's called Alpha Blending. All you do is make the form invisible then make a label / text box so you can only see the text. Remove the border for better effects. Razz
