About the software, no, there is not such software. I do recomend you using a strong web editor, such as dreamweaver.
You also need to know about some serverside language, like php. And you need to know a good deal of CSS and javascript to make all the nice effects and stuff they do...
If you are thinking of creating something like that, first get some people to help you, and then look for an open-source project similar to what you are expecting to do.

Yes, you will require programmers and other software engineers. Don't expect that the website will just appear after a few days. Most of those sites like facebook took a very large amount of work/time to get set up.
Yes I realise it will take time to make and time to for the site to grow. And probably i won't be able to beat those sites at this game. But it would be fun to have a small site like that with my friends.

If it's the former, then yes you will need programmers.
If it's the latter, you might want to look at something like Joomla, PHPBB or something similar. Go for PHPBB if you're looking for forum software, or Joomla if you want a customisable portal with tons of features that you can download and install.
