Yes I would say you could make one on this host. I have never seen it against the rules to host one on here. But if the game had nudity it is not allowed. Just read what the hosting has to offer like PHP and MySql databases. That should be enough to host a mafia game on here as PHP and MySql are extremely popular.
Read the TOS like david pretty much said. If its flash or w.e check there first. You may want to do something, and it may be disallowed on this site.

First of all, what program are you planning on using- I personally won't play any PHP based games because they are that damn slow.
If you plan to use a Game Making program, then this isn't the forum for you.
And are you just seeking help here, because that belongs in the Webhosting Support forum

Where do you get that impression from?
I say PHP games have a OK speed. especially matched with some Ajax.
It would depend on what is in the game. The TOS mention no violence so unless you you are able to create a 'peaceful' mafia game, it looks unlikely you will be allowed.
