It means simply that those users have allowed their point standing to drop below the plus (+) level. Your points are rounded off every 24 hours to a maximum of +45 points (your Frih$ are not touched), and 1 points is subtracted daily after that point. So users that had 45 points and are now in the negative catagory, have not posted in over 45 days, and in some cases much more than that.
